Dr. Jackson is actively involved in coordinating outreach and public involvement services for Acceler 8 – the fast-track initiative to restore America’s Everglades – the world’s largest environmental restoration project. In his capacity as a consultant to South Florida Water Management District, he is responsible for facilitating the participation of local (small & minority) businesses and the local workforce in this $1.8 billion project.

Dr. Jackson also facilitated the addition of a workforce development program for one of the largest infrastructure projects currently being constructed "Clean Water Atlanta". In addition, he facilitated the strategic planning process and provided leadership training for the Floriday Keys Aqueduct Authority.

Before joining the private sector he previously served as a Deputy Executive Director for the South Florida Water Management District, where he directed all business functions, local government, outreach and communications functions for this $1 billion agency with over 1800 employees.

Under Dr. Jackson’s leadership and guidance, the District made great strides in bringing agency services closer to constituents, and in strengthening and building partnerships at local level. During this time the agency also developed and adopted its first comprehensive strategic plan, linking programs and budgets into one comprehensive and integrated work plan.

He received his Bachelor's degree from the University of Maryland and both a Masters of Ministry and Doctorate of Ministry degree from The Thomas Brown Bible College and Seminary in Jacksonville, Florida.

A native Floridian with a deep appreciation for the state’s natural resources, he served as Deputy County Manager for Lake County, Florida from 1996-2001 and he was the county’s Economic Development Director from 1993-1996. He directed the Human Services department for the city of Eustis, Florida and was City Administrator for the town of Eatonville, Florida. He knows first-hand the ins-and-outs of local governments, as well as the benefits of coordinating and working closely with regional, state and federal partners to obtain mutual goals and objectives.
